As the WES evaluation process is not clear, if I were you, I would have sent both my Masters and Bachelors for assessment to WES, as WES does not charge by the number of degrees that are being assessed. In case WES does not consider your Masters equivalent to Canadian Masters, they might at least consider it as two Bachelors. In that case, you can still claim points under 'Two or more certificates, diplomas, or degrees' which will give you more points that Bachelors by itself or where only Masters has been sent.
