Lost PR card but don't meet obligations

I'm in Canada right now and have lost my wallet with the PR card. It had a few years left before the expiry date, but right now I don't meet residency obligations. Can I apply for a replacement, or must I wait (6~ months until I meet obligations) before applying?

You need to wait until you meet the RO.

No. If you apply for anything when you don't meet the RO, you can expect your PR status to be revoked.

You can leave! Just be prepared to be greeted with consequences of not meeting the obligation.
