Lost Passport

One of my friend lost his passport on which he had an approved work permit even before travelling to Canada from India.
He lost his passport almost 1yr back. Due to privacy issues, I cannot share why he kept silent and did not apply immediately.

Now, he would apply for passport first, then he his planning to get the visa stamped. This is not a new visa approval, instead, the old visa stamp on new passport.
Can he do this?
If yes, procedure and processing time?
