My brother has two years bachelor in Commerce degree from University in Pakistan.He is looking for transfer to undergraduate four years program in Canada. Is there any university accepting the application without Ielts? He do have english Proficiency letter from previous university.

Many universities will not accept his transfer credits so he may end up needing to still do the 3-4 years to complete his undergrad. Would make sense to finish his undergrad in Pakistan. Why is IELTS an issue? both schools and IRCC use IELTS to assess applications.
