I received an offer from my prospective university for a Master's program and they waived IELTS requirement. I am an Indian and have been raised and finished my school and an undergraduate degree in Dubai, where English, although not an official language, is the most common language spoken here. My previous degree was also from a University in the US, which has a branch campus in Dubai (I studied in Dubai, not in the USA). And in my undergraduate program, I had an exceptional GPA. My Under Graduate University also provided me with a proof of language proficiency letter, so I got it waived. Now my question is, will the Visa Officer have any problems with my application since I don't have IELTS?

I'll do my Master's degree at the University of New Brunswick. Are you in Canada or a prospective student?
 
Wow. That’s great. I guess you are from the Ontario or BC side, I don’t see much people from Atlantic province, especially New Brunswick here.

People generally do not go there , but for studies it is good choice

As long as the school waived it, and you've shown that you took English as a course, should be fine , plus mention that too in LOE.
