You need at least $25,000. You will pay $15,000 in tuition each year and you need another $10,000 to cover living expenses each year.

You would be getting PR if you parents were living in Canada. I assume they are planning on visiting for 2 years. If your parents have a supervisa and your sister lives in Canada you may have difficulty getting a study permit. It will seem as you and your family is intending to live in Canada which they aren’t allowed to do.
