I am a PR, with no partner/spouse etc and only a mother back home. I have two questions on the Lonely Canadian Program for sponsoring my brother because I didn't find information on canada.ca website.
It says Lonely Canadian Program, but are PRs qualified to sponsor too, or only Canadian citizens?
Assuming answer to question 1 is "yes", from what I read I understand if you have relatives in main category (spouse, parent, etc) who can be sponsored then Lonely Canadian Program wouldn't help/apply. But what if my only relative who qualifies (my mother) does not want to immigrate (she's happy where she is now)? Can I sponsor my brother?

Unfortunately, as your mother is alive, you are ineligible to sponsor under the lonely Canadian program. It doesn’t matter if she doesn’t want to be sponsored.
In that case have him focus on qualifying to immigrate through a program like Express Entry. His age is going to start becoming an issue and he will lose points. So if he can get enough points to qualify now, that would be the best path. He will be aiming for the 470+ range.

Are you living with your partner. Not you are living with a partner for a year or more you would be considered common law and would also not be entitled to sponsor someone under lonely Canadian. Processing for lonely Canadian can take around a 2 years so that needs to be considered. Your sibling could work towards qualifying for PR on their own or a WP. You can try to find them a job in Canada that is related to their skills and education and an employer willing to apply for an LMIA if required.

Thank you @canuck78 for your input. I am single, not in common law, finding a job for them here is quite difficult as most employers looking for people who are already in Canada with work permit, but I will give that a try and see. Thanks once again
Would also add that lonely Canadian tends to be much longer than typical family sponsorship so there are no guarantees you could even remain in Canada as a visitor during the sponsorship process.
