As per my research and statistical analysis the formula for PPR Date is approximately as under for 80% of the cases:-
Date of PPR = (Date of PER)+(20 Days)+[(-/+10%) x 17-Months]
(Here 17 months is taken from CIC online official Timer. 20-Days are added to PER because this is the time taken for the application to reach LVO)
With this scenario my PPR might be between end july 2016 to end oct 2016
I have checked validity of this equation for cases already received PPR

For your information, when DRD joined his duty as Program Assistant in LVO he had taken the Oath as under:-
""that till I resign I shall not answer anyone about the status of his application and I shall try my best to delay each and every case as much as possible under my authority""
Rest assured till DRD is alive you will not get any update in your MyCIC or YourCIC, or HisCIC or AllCIC which is under control of DRD.
Check your email, if you received any communication from LVO.
If someone else (consultant) is dealing your application, ask him what he received from LVO for you?
Order GCMS notes immediately. This i shall strongly recommend.
Parallel to that send CSE through online CSE form of LVO as well as CIC- General CSE form.
