I have a closed work permit which was issued to during my provincial nomination application as my port graduate work permit was expiring in a month.
The immigration officer asked my employer to deposit a compliance fees and I was issued a closed work permit based on that. I received my extended closed work permit in Feb 2017 which is valid till Feb 2019. I applied for my Federal application (based on provincial nomination) in Feb 2016. I have obtained my federal application number yesterday. I am looking for better job opportunities within province but due to closed work permit I cannot apply for jobs. My current employer knows it and is ok about me leaving the current job.
Is there any way that now I can re-apply for open work permit as I have file acknowledgement from CIC. Which application I should be using? Please provide some insight on what to do in this case.

You already have a closed work permit and it will be really tough to get open work permit.
option you have is to ask your new employer to pay the compliance fee and get a closed work-permit with new employer
