Linked OWP, could sponsorship application still be returned?

I applied for the inland sponsorship + owp in may 2020, and was able to link the work permit to my gckey account on the 30th of november. Like so many others I have had barely heard anything from IRCC, besides the biometric fee reminder, being able to see my app as received on ecas and now the linking of the work permit. since I have not received AOR I was wondering if the application could still be returned to me for being incomplete now, or if linking the work permit indicates that it would be complete for processing and a good sign.
