Language institute for the requirement of ielts

I have not given the ielts test and my consltant told me that it is not necessary for u
I got admition in ILAC LANGUAGE ACADEMY for the laguage classes and got acceptance later from
ILAC
I also got conditional acceptance from Humber collage in globle business management
Can I got my visa through this letters

Today, I also receive this conditional letter from Humber College, Canada with ILAC. Please guide me whether this letter will be help me to get visa from CIC? Further, this letter have any worth? I have been astonished to see this letter because I never seen any kind of letter means that this is offer/admission letter or any other kind of letter.May i submit tuition fee On behalf of this letter???
