Laid off, Waiting for federal's medical check, Can I applied EI?

My situation:

Received nomination letter from Alberta last year. --> Sent all the docs to CIO 3 months ago ---> CIO emailed me my file no. 10 days ago ---> waiting for federal's notification for medical check

At this time, I been laid off. and my total work experience is 1 year and 1 month.

My question:

I just received my ROE letter. If i claimed EI from CRA. would it affect my application? I just worried if a applied EI, the CIO or CIC may know it from CRA I applied EI, that means i been laid off...

Or, they would not know it since CIC/CIO and CRA is different depts?

Or, even they know it. it is okay. cuz there is no requirement i must keep a job since the AINP nomination letter said there is no employment restriction.
