She cannot apply for an LMIA herself. Only an employer can apply for an LMIA. She first needs to find an employer who is willing to offer her a full time job in Canada. Next, that employer must apply for an LMIA after advertising the job for at least a month to prove no Canadian could be found for the role. Generally speaking, the LMIA process takes 4-6 months to complete with no guarantee of approved.

If the LMIA is approved, your friend can then apply for a closed work permit tied to that specific employer. If the work permit is approved, your friend can then apply for a SIN and begin working.

I assume your friend applied to extend her status in Canada before the six month mark to ensure she could remain in Canada legally.
