The Background check is in "Not applicable" state at least for a month now. I am wondering what it means exactly. Has IRCC started the Background Check? Has my application fallen into Security Check group? What steps should be completed before BG check status changes to "in process"?

I also curious if someones know if IRCC does a BG check for visitor visas and if they reuse it for PR applications?
