I'm going to use passport as first ID and can I use Quebec health insurance card that doesn't have photo on it? It only has insurance number.

It says "A PR card may only be used as personal identification if your second piece of personal identification was issued by the Canadian government (Canadian federal, provincial or territorial government-issued documents that can be used to establish identity)"
I'm planning to use my passport from home country and health insurance from Quebec that doesn't have photo on it.
I thought I can't use PR card for application? Am I wrong?

Use passport. However, don't you have an Ontario photo ID? (Ontario Photo ID is equivalent to a drivers license, except that it cannot be used for the sake of driving. If you go to any service ontario center and request for a photo id, they will give you almost right away.
Also, one curiosity... I got the test request in August and completed the test. However, I have not got any fingerprint request, why my wife and son already have fingerprint requests too... Is that unusual? Is there a way to ask? What is GCMS?

Scarborough office updated my application today, Language and Physical Presence marked complete but Prohibition is still inprogress. Did anyone here experienced similar situation? I was under the impression that all LPP are marked complete at once, I'm confused.
