Who needs to give their fingerprints and photo (biometrics)
Normally, you need to give biometrics if you apply for
a visitor visa
a work or study permit (excluding US nationals)
permanent residence
refugee or asylum status
an extension of your stay in Canada, known as a visitor record (as of December 3, 2019)
a work or study permit extension (as of December 3, 2019)
How often you need to give your fingerprints and photo Visitor visa, study and work permit applicants
You only need to give your biometrics once every 10 years. You don’t need to give your biometrics again until the 10-year period expires.
If you gave biometrics in the past as part of an application for a visitor visa, work or study permit and they’re still valid, you don’t need to give them again.
Find out if your biometrics are still valid and when they expire by using the Check Status Tool.
Permanent residence applicants You’ll need to give your biometrics and pay the fee each time you apply, even if you gave your biometrics in the past for another application.
Just a rhetorical question: Why can't Service Canada start collecting biometrics? All they need to do is to space out appointments, follow guidelines and everyone will be fine.
I do understand that diffent provinces are affected by COVID in different magnitude.
I am in one of the western provinces, we have less than 40 active cases for the whole province.. Why can't capturing start there or at less populated places?
This is just me venting in my mind but things can actually be reduced. If something can be started ASAP.
Imagine all the applications right from March and every month.. New ITAs are given.. Imagine the huge number of people waiting to go in for just biometrics???

What they are doing now is they are creating a huge group of people who might soon become citizens and vote against them. In other words, they are shooting themselves in foot by not taking any responsibility.
Ironically, the current minister responsible for Service Canada was the immigration minister before Marco Mendicino and the lack of co-operation is appalling. Cases are starting to go up here in Ontario again and it could be the beginning of the second wave.
I really do feel like they have wasted a good opening to roll out biometric services.

BIL - Aug 31 (Pending Biometrics since VACs are closed in India until further notice, so it will be a while)
1. I see that most people have BIL on the same day that they received MEP or around the same time, ours came almost after 25 days. Is that normal?
2. My progress bar reads 53% complete and I'm planning to order GCMS notes to see what's going on with my application. Is this a right time to order one or should I wait for a few more weeks for the GCMS notes to have more conclusive updates?

Exactly. The more and more you look at this, it seems like they are going to be forced to waive it for people who already got their BIL.
They will probably waive the biometrics for inland PR applicants when they re-open Service Canada for biometrics collection, so backlog won’t be an issue for people who will be receiving ITAs soon.
No, it only indicates that you submitted the requested document. The MyCIC status doe snot indicate or let you know if you have passed eligibility. Send a webform, call IRCC, or see your gCMS notes to get the exact status on eligibility.
Sorry for being a bit daft here. So does this mean that
1. under Review of Eligibility in MY CIC it will continue to say 'We are reviewing whether you meet the eligibility requirements.' even though you may have already passed the eligibility?
2. the only way to know in advance if we have passed eligibility is through what legalfalcon has suggested - send a webform, call IRCC, GCMS notes?

Service Canada is a federal agency and any all directives for it are issued from Ottawa for pan Canada centres. Apart from biometrics, Service Canada provides a load of other services, all of which have been disrupted.
