My application from Toronto has been in process since Aug 17, 2018 as per ECAS, and I have not received any test invitation (or other communication).

What's up with the random delays? Or is there a pattern?

Passed my test! Went very smooth.
The officer told me on the spot that I could expect a notice on oath ceremony.

Hi all, yesterday I received an invitation to write my Citizenship test on April 17th. I am in Surrey BC and I am on line 63 in spreadsheet.

Test done on March 20th, interview went well as well. Oath ceremony on hold due to pending report on security clearance. May take 2-3 months as per officer.

Has anyone from Toronto been invited to test? I believe there is a large backlog for ON applicants. I've not seen hardly anyone who applied in June from Toronto get invited.

yes, if your ECAS shows 'complete' you can apply for the passports on Monday.
