I am gonna post this to end all the discussions once and for all.
Ordering notes within 2-3 months of AOR is a must as that is time that a lot of cases get review required and most of the rejections happen. Notes help people be proactive and solve any issue that they have with their applications.
After that (After recommended pass or eligibility pass) ordering notes is just really a waste of time and resources. No one can do anything no matter if the person is under criminality or enhanced SS. In that stage, ordering notes is just for the sake of peace of mind and does not positively contribute to the application itself (then why ordering it?!). So, I recommend people avoid ordering unnecessary notes.
At the end of the day, every one is responsible for their own actions. You want to take the risk or not is something personal and you need to decide by yourself.

After receiving mine from NDVO, i sent a mail to CPC Ottawa as well as Accra. Both replied the next day with another PPR. Since CPC is not replying yet in ur case, try and send a mail to Accra visa office. State your info in the mail.

I don't quite get what you mean by 'no influence on processing' may have nothing to do with the timelines. I mean, cmon! Their language cannot be quite so complex that processing refers to eventual outcome and not the process itself (IELTS anyone?) At the end of the day, it's our legal right to order notes - and no call center agent has the right to infringe on ours! If call center agents have no influence either on the processing of an application, who are they to say the other mode of information we have at our disposal (GCMS notes) is holding up our application? It is best that all channels of communication with IRCC are duly respected, and IRCC's own employees respect protocol by not bad mouthing their own agency's information channels.
This is like looking for a caveat in a legal document. Guys, this cannot be so complicated. The truth is, the file ia not being looked at, there could be number of causes, reasonable or unreasonable (which is more likely). Aren't we all aware of how governments function, world over?
Let them have their sweet time. They too would have their own deadlines per application, right?
I go by the 'can you do something about it', rule. I guess we all have tried our best to move things here...if those things are not working. WAIT.

Completely agreed. Files with late Oct IP2 are all getting delayed. It is not a specific issue with our files but a general issue with the whole batch being processed on those dates. ‘Awaiting results of internal processing / waiting for results of additional verifications’ are all phrases for buying time. I’m not buying their sorry excuses Anyways, even if processing timelines are getting delayed, we deserve to know what is happening in the meantime. Planning to order my next set of GCMS notes on 24Jan19.
