It does on the CRS and FSW score though. But yes I understand that it won't bring the score below the cut off, what I am not sure off is how would IRCC want to process it.
Your application is locked in on the day you submit. Your age and IELTS date can't be affected. Even if the application takes 24 months. (which yours won't btw)
It's only in the case of a refusal where you need to get back into the pool that these become a matter of concern. So I'll say you have nothing to worry about.

She is partially right. If the officer is working on your file, and at the same time, you order notes, the officer stops working till the time that they generate the notes. However, in reality and most of the time, your file is lying somewhere and no one even touches it. Even usually after a month, they generate the notes for you and the officer still has not touched your file!!!!
Hehe...definitely sounds like CIC’s style of functioning My file has been lying untouched since 26Oct18 (when Criminality was passed) so can’t fault your logic one bit!!!
Does that mean my file was in CIO then went to CPC-Ottawa where Criminality was passed then will go back to CIO for Security. That's like literally playing the game of "Catch Catch" or passing the parcel.
And if that is so then probably they would send it to CPC-Ottawa to Pass Eligibility which is currently MET then may be back to CIO for sending to LVO for PPR issuance.
In the interim my Medical will expire and Age will increase which will lower the score and they may want to review it again and may send my file back to CIO.

That is exactly the whole purpose of GCMS (Global Case Management System). They don't want to ship the parcel. Each group is expert in some part of the job. After they finished their job, they update the GCMS and file will be sent to some other group for the next task. Don't think that one person can take care of every thing. If you look at your notes, you can see a lot of "assigned to" and "assigned by" showing who is working on your file. Finally, one officer reviews the work of every one and finalizes the case.
About CIO for security, I have seen and talked to a lot of people who are under SS (especially from may and june aor) that they files has moved to CIO and it seems that CIO is the one that is in contact with CBSA and CSIS. I am not sure though

how do you get a hold of them, I called so many times and tried all the different timings, is there a trick or anything I can do differently to get a hold of an agent?
