Everytime I try to call using hangouts, after the initial selections it says connecting to immigration and so on, then it says this service is not available for your area...
I have heard that if you call using *67 (code that hides your number from the person you're calling) it lets you through. I haven't done this myself, though, so I can't say whether it works.

It will be the same even if you receive final decision email. This status will only be changed when you send your passport for stamping counterfoil and upon completion of stamp will this status changed to decision made

I see.. so as an FSWO, in 1st month, you've cleared criminal check.. did he mention anything about clearing eligibility check and visa office where your file is currently at?

He told eligibilty is showing as met and no more additional docs are required. Bgc includes two checks one is criminality and other is security. So first part is done and next is not yet started. It will be done by some other org.
I didn’t asked about my visa office. I think it will be somewhere in Canada as I am applying from US.
