everything is completed on tracker except Background check. BG is in progress since Nov 2023. Called IRCC on Jan 10th 2024 and they said security is done...criminality and info sharing has not started yet. Any suggestion what to do...its more than 6 months under CEC

Can any one help me please? My first cousin just moved to Manitoba from Saskatchewan because he found a job in a school in Manitoba.
I wanted to apply for Saskatchewan but since he moved to Manitoba now I will have to apply for Manitoba.
He is Canadian National and living in Canada from past 20 years however in Manitoba He just moved and did not complete 1 year although he is a government employee and teaching in a school.
Can I use him as a connection to Manitoba for my expression of interest profile?
I am afraid I have to wait for 1 year before I apply?
Can anyone please advise.

Everything marked completed since 23rd November except spouses eligibility and no update after that. Called IRCC and they said background in progress even though tracker says completed not sure what’s happening What can be done? Any help is appreciated.

- indication is: Tracker shows a "Background verification in progress" in history, ordered CBSA notes later and confirmed it.
From 08/15/2023 till now, my application status stays the same as:
Medical: Passed
Biometrics: Passed
Eligibility: Passed
Background - Criminality: Passed
Background - Info Sharing: Complete
Background - Security: In progress
With Security usually taking 12-16 months now, hopefully I'll get approved the end of 2024.

Sometimes it may not be a SS case. Order CBSA notes to make sure.
Is there ant one who is still waiting for portal 1 from July 2023 or so?
