The case processing agent put "appears to meet" in the notes but left the recommendation blank so I'm not sure what that means. No notes from any officer.
When you login on your home page where it will show entries for you invitation and PR application .
Next to Messages there will be Action. Usually it say "Check full application status(link)" but on that day it says Application/profile updated. If you click once it will be disappeared for next time. This usually every one treat as "Ghost Update". I am not able to attach screen shot, hope I am clear.
I called. The agent saw the same information as I did. I know it's not conclusively passed by an officer because there is no officer notes and my security has not started.

Is it normal that eligibility is shown passed but I don't see the case processing agent put "recommended pass" in the notes nor was it processed by an officer yet?

YEs. this is the standard process. Also since your AoR is July, you have not yet reached the average processing time, which as of 2019 end was 9 months for FSW and PNP. If your eligibility is recommended passed, your application is progress quite well.
How long did it take to process an Express Entry application?
Table 35 displays the time, in months, that IRCC took to process 80% of applications under each program. In 2019, IRCC did not meet the processing standard of finalizing 80% of all applications sourced via Express Entry within six months. The processing time for Express Entry, overall, was eight months. As an alternative measure of processing times, 60% of applications finalized in the 12-month period ending on December 31, 2019, were completed within the six-month service standard.

Each case processing agent can have a different language, even though they seem to be consistent. As per your notes, A11.2 (eligibility) is met. Also your R75 (FSW) and R76 (FSW MEC) are also met.
Next will be a note by the officer which will look like one one in my previous post.

You case processing agent note is similar to mine. my status is eligibility passed , security not started , criminality in progress (gave biometrics nov 17) , medical passed and info sharing : complete .
at cio (centralized intake office), eligibility status was updated from Met to passed (you can check this in activities) and then the file was transferred to Ottawa as work re load distribution.
I believe that officer needs to review the file and again pass the eligibility. officer has not looked at my file for 5 months now. file was transferred in July.
