They’ve got to have a plan to finish when they invite 5000 every two weeks.

Not many are not going to decline. That's negligible.
Many CEC and most FSW in the US are in Ottawa. Based on the current progress, there is no doubt they are way behind.
I just called IRCC again a few min ago- agent told me that my eligibility was recommended passed by an officer and not an analyst.. seemed a bit weird that it went straight to an officer or is that normal?

But i asked for the status of Eligibility Criminality and Security.

Hi. It would be odd if that was the case; likely the agent is just using officer as a generic term/reference for who is doing the review process. If it's recommended pass at this time then it will make its way to an officer (decision making authority) for the final say. All the best
Hey guys today I called IRCC to check on my application by entering my application number and DOB. I noticed that biometric was not mentioned at all and my background changed from "Background check: We are processing your background check. We will send you a message if we need more information." To "we are processing your background check."
any idea what this might mean?
To give you more insight, the last time i touched base with an agent on Nov 9
Eligibility : recommended passed
Security: not started

Hi. Background check is a generic term for criminality check, security screening and information sharing. The key here is that eligibility has not been passed by an officer as yet, it's the most important stage. Once that's done your file will move to the security screening stage. Once security changes from "not started" to blank that means Eligibility has been passed by an officer. All the best.
