Hi..Did you see your temporary UCI number being updated to a permanent one in your profile? Yes I have seen people in various forums getting more details when speaking to an agent. So you may want to try that route too.

The reason I was worried about R10 was because I sent a PCC issued by the city police (I am from Punjab, India) and not a PCC obtained through PSK i.e Passport office (earlier CIC mentioned both PCC as valid on their website, but now they only talk about PSK PCC).I was worried that they might reject my application as incomplete. Should I consider my PCC having been accepted, now that my application has seemingly passed R10?

R10 being passed around medicals is based on what many applicants report. This is anecdotal. The only way to know the exact date is to call IRCC, send a webform at this stage.
If you have received the BIL, then there is good change that the R10 is passed. However, instead of relying on anecdotal evidence you should send a webform and ask.
Also, even if your R10 is passed, you may be asked for a PCC from PSK, as that is the document required by IRCC. If you have not, then you should send the PSK PCC visa webform.

my AOR is 28 July and our biometric update date is the same. People are saying when background check turns to "processing" then its heading toward PPR. hope this is right.

I have a general question. When you say biometrics updated do you mean the biometrics status was updated or the numbers on the top right corner of your account?
I have given my biometrics at Service Canada today. But, the lady who took my fingerprints did not give me any document for uploading on IRCC website. When I asked her, she told me that she was going to send it directly to IRCC. Did that happen to you as well? or Have you uploaded by yourself?
