Nope Ralph's office emailed me (they respond very fast!)
and GCSM's still to come on the 21 NOV, then i'll found out the reason behind review required.
Moreover, criminality and security haven't been initiated yet. So frustrating

Standard processing time is 6 months. This means 80% of routine applications are completed within that time frame, while 20% take longer.
Eligibility is in process – review required.
Criminality and security checks have not been initiated. They cannot be expedited and timelines are not available.
Medicals are valid until June 25, 2019.

By the 21st when your GCMS notes arrive you'll know for sure what the review required is for and you may be able to upload supporting documents through CSE.
In the mean time go through your application documents for anything you think may have not been very clear to the visa officer and try not to panic, it would end well eventually.

This is a call to Action.
If your Application is over 4 months and you've not gotten any update asides Medicals passed and you're wondering what's happening with your application...
Please order for GCMS notes. Especially if you've never ordered them till now.
Rememner that there's no award for not ordering GCMS notes or calling CIC before getting your PPR. But ordering those notes may give you a clue to the status of your application and insight to additional documents you may upload in case your eligibility is review required.

And incase you're wondering how you can order them since you're an outland applicant, you can just Google "apply for GCMS" and you'll see websites like GETGCMS, GCMSbuddy etc that you can apply through. As for the costs, it ranges from $10 to $18 depending on the provider you use.
