Well, we do not even know when the 3/5 rule will be implemented apart from vague "fall", so there is no point in waiting indefinitely if we are eligible. During this wait, there may be additional changes introduced that will make our lives even harder (like requesting extra paperwork or complicating citizenship test). No need to risk.
Remember when Trudeau got elected, the previous minister said it would be a matter of weeks to get an official announcement, and remember how many months we waited before we got to royal ascent. Just like in any country, the bureaucratic machine is slow and inefficient, and the many coffee breaks, maternity leaves and sick days are not helping either...
It is still early. The average is 35 days for June applicants, with few lucky ones who got it after a couple of weeks. Mine was delivered on July 5th and I think I am the first in July spreadsheet so I will only start getting worried after August 10th...

I completely agree. Also, I have seen my PR renewal being delayed by 15 months when Refugee applicants opened up. So I thought I would learn from it and apply before 3 in 5 comes in....
