The delay mainly is due to security check. The thing is they have to verify every info with local authorities in different countries. This process varies between different countries. Its one hell of a frustrating wait for sure
My case has passed 18 months too, but contacting CIC is a waste of time. All they say is that the processing time is just an estimate and to wait more.
nothing to do,for me i completed 20 months this jan,and immigration office in rome-italy told me we need more research and time to finalized your file.

Does contacting MP office speed up the process? I saw here on the forum some people contacting their MPs. This might put some pressure on the immigration officer that processes the application. I'm just thinking if a processing officer doesn't like our applications due to some personal reasons (the countries we are from or the type of application we have, our faces on the photos we sent and so on) they can delay it forever referring to security check. The call centre agent says there is no deadline and it is up to the immigration officer who processes the application to make a decision whenever he/she feels satisfied. That means they can delay making decision on the application forever if they want to.
MP has no leverage over immigration officer. No one has, even the PM himself LOL. I've contacted my MP several times. All they do is to check the status of your application which you can do yourself too.. They can't expedite any processes unfortunately
How long we have to wait tho!! Its 20 months over now!! Security should also have a deadline too, it can't take indefinitely! What has the longest security check been? Anybody knows?
Security check is one of the stages of processing, so they can't take their time simply because there are different agencies involved in the security checks services. When they give people 16 months as a processing time the security check should be already included!
As frustrating as it sounds, I have not seen anyone whom they have been asked for additional information to get their PPR, I think if you are around 20 month tho, you can call IRCC and asked them to send a request to the officer, again this only means they ASK the officer where the process is and guess what, officer says it is still in process
I have seen some January, March and June applicants whom received similar doc request, already got their PPR. I think our waiting time shouldn't be more than 2 years. Hopefully, we will also hear something within the next few months.

CIC requested some PCCs which I failed to send back in time because of the FBI 3 months processing time, so they put my case on hold. That was back in 2016 July, and I provided all the documents they requested in July, 1 week after deadline. I called CIC, and my status is still the same, however the lady told me the security check is in process.
I checked mycic, and both are there:
Status: On Hold
Medicals: done
Security Check: in progress
My application processing time has passed 18 months!
I saw on their admin site that if someone puts a case "on hold" than they have to review it every 60 days.
