My husband, son and I live in the US. We are planing to move to Toronto once our PR application goes through. However, my husband (an American) was offered a job in Toronto that would begin well before we receive our COPR (our application was only mailed a couple weeks ago). The employer is willing to pay for work permit and deal with LMIA. If we moved to do this would we need to completely redo our application to be inland? Or can we proceed as we have been thus far? Would really appreciate any input. Thank you!
Sorry, one more question. I’m seeing that you can’t have a permit with an Outland app. Is that accurate? Or is it just an OPEN work permit that you can’t have with Outland?

That's a special path to get open work permit when people are applying for PR inland.
You can still get other work permit (open or not) via other route when you apply for PR outland.
Since the work permit that your husband will get is independent from his PR application, it's fine.
