I got my PGWP end of May last year and I've been working from 1st June - 15th September in BC (NOC B) and continue job with a different employer in AB from 15th September - Present (same NOC code). I am eligible for Express Entry as of 1st June 2018.
Regarding work experience points for Express Entry, It states that I must have worked for the employer stated in the work permit for at least 1 year for the exemption of LMIA. Since my work permit states OPEN, Can I combine both work experiences towards the exemption criteria for the job offer points?

You don't qualify for job offer points - even with a year of work experience. To get job offer points under an open work permit, your employer must be listed on your work permit. This isn't possible with a PGWP. if you want job offer points, your employer will need to obtain an approved LMIA.

If you want job offer points, then you need the approved LMIA.
Otherwise you have to look for other ways to increase your points (e.g. retaking IELTS and achieving a higher score, getting more work experience, etc.).

I have a similar concern. I am also on an open work permit and have been working for over a year in Canada. While filling in my EE application I came across this question of do you have a job offer? Now my question is that if I chose no then will I be able to score points for my Canadian experience or not? Isn't this contradictory- that I have been working for a year and I am selecting no job offer?
