Japanese Police Certificate

Hello,
I've searched the forum but still not found a definite answer.

CIC is saying to scan and upload the Police Certificate,
my Japanese PC envelope says "do not open" and to the addressee only.

Any ideas?

Yeah, I've read that thread and others like it.
There still isn't a "This is the definite answer" from these threads, thank you though
