We opened ours and there were no problems in doing so. Can not remember exactly what is written but ours said something like there was no history of offences on file.

The person who gave me the police certificate at the consulate made sure it should be submitted without opening. It could be invalidated. Unless you have a criminal record, I suppose it is same everywhere else, "no record found".

I need help regrading PCC from Japan. I lived in Japan for 5.5 years from 2004 to 2010. Currently I am in Beijing for a research purpose. I applied for MPNP in December, 2013. I may need to submit application to CIO soon. According to their advice, I should submit PCC for the contries where I have resided for more than 6 months legally. Now, how can I get PCC from Embassy from Japan here in Beijing. I wen to the Embassy yesterday. They asked me to submit a request letter from the Canadian authority with seal or official documentation. But so far I know, the CIC have a pdf request letter where there is no official seal or documentation. Can anybody suggest me, please.
