I and my wife's status is showing as "Background Verification" complete on 30th March and I did submit out-of-country police records. So doesn't look like that is the case.
Although my kid's profile does show any update since the application filed. Looks like many others are in the same boat here. I think it is because they don't do verification for minors.

Oh that's actually quite interesting. Maybe they are processing faster the background check for regular applications. In the case of your kid, looks like that's always the case. It will go straight to complete once you are close to finishing the process. You're good, don't worry about it.
Looking at previous months it seems like their main focus is paper applications. There’s not much movement on online applications. Tbh I wish I had done some research before applying online and should have applied paper. Now being 3 months into this process, don’t think switching is a good idea ..sigh.
I still don’t understand the preference for paper over online. An application is an application, should be treated similarly with first in first out approach. In fact I think an online application should be easier to process but you never know these days
