Looks like IRCC is going further in the past. Now it is appearing that they are currently finalizing most applications received between January 10 and 16, 2021. Couple weeks ago they were working in April 2021 applications.

I am sorry I don’t have the percentage with me as my representative has the access. Anyways percentage doesn’t hold much water. People have got pr at 60 percent while some are waiting for months past 100 percent complete.
How are you applying? I know some PNP based applications offer work permit support letters that allows people who are waiting to apply for another work permit.
The section "Part 4: Work Permit Support After Nomination" on this PDF (PDF title is BC-PNP-Skills-Immigration-EEBC-Post-Nomination-Guide if you prefer Googling) from welcomebc.ca for example, says the following:
If you have been nominated, the BC PNP may issue you a work permit support letter that allows you to apply for a work permit from the federal government without the need for a Labour Market Impact Assessment (LMIA).
