MEP was slow during the months of late oct-20 to jan-21. I think it is largely because of the lockdown within Canada in response to the covid second wave.
If you check myimmitracker for AORs for Aug-Oct 2020, they were taking less than 20-30 days on average. So they are returning to normalcy for medicals processing.
In my opinion, the recent optimistic MEP timeline should not be taken as a sign of faster processing of applications.

I have seen on immitracker that someone got their PPR as fast as 54 days and someone get it in 70. I am just wondering what accounts for this irregularity/special treatment...

Just play with different filters and sorting on immitracker for last year AORs. I guess there might be various factors other than just LVO for fast processing. Apologies for my previous inaccurate comment.
I got the MEP/BIL on 9th Feb. I am planning to give the Biometrics next week.
Yesterday once the BIL was received status of application read "Your action is required".
However, when I logged in a while ago the status read "Application/profile updated" - Is this what is commonly referred to as a ghost update. From the post you have tagged, it does seem this is the real IP1
Biometrics appointments in India are only available for certain type of applicants (those who can land in Canada at the moment). If you don’t fit in these categories you will have to wait until services resume fully unfortunately.
Thanks for your reply. Do they put PR application on hold until we do the biometrics? It will be extremely difficult to travel to Nepal or Dubai to do the biometrics for us. Thank you

Even I noticed the same ghost update the day following I received BIL. But it is not the Real IP1. According to the thread I shared:-
Real IP1 - "In progress" 1: Background Check changes to "Your application is in progress. We will send you a message when we start your background check."
It usually takes 30-45 days for medicals to be passed and receive BIL. People with AOR in 21st Jan got Medicals/BIL yesterday so it should only be a few more days for you. The progress bar should appear after medicals are passed. However, it hasn’t been visible for a week for many members (probably due to the delays in application processing by IRCC). So don’t worry too much about the progress bar.
Thanks.. I just received a message in my profile saying that I passed my medical. Also, I received Biometrics request. However, when I proceeded with the web form it didn't allow me to go the next page and I was stuck with the following message:
"Appointment slots are limited and in very high demand. Please make every effort to attend a confirmed appointment. Missed appointments will not be re-scheduled at this time.
Biometric appointment may now be requested from Family Class Priority, Study Permit, Workers permit , Returning Workers & Returning Students. Please continue to visit the COVID-19 page on this website for further updates: https://visa.vfsglobal.com/ind/en/can/"
hello, I got my AOR on Jan 21 (FSW - OUTLAND) and cleared medicals yesterday and also got BIL.
But I have a concern. My given name is GURPAL SINGH on my passport and my last name is EMPTY. But in my express entry profile I entered my Given Name as Gurpal and Last name as SINGH as I was not allowed to leave any of the space blank. I explained this in LOE and also attached attested affidavits with it. On my BIL, names are mentioned as per my profile. So, will there be any problem when I will go for bio metrics as the first name and last name will not match with my passport. Has any one faced similar issue....Requesting a guidance over this .... thanks in advance
