I heard that biometrics are valid only for visitors visas, students visa or work permits but not for former permanent residency applicants ( I applied as a FSW 2.5 years ago and did biometrics then)

I remember them asking about processing fees and right of permanent residence fees only, I checked them both first, then changed it later to processing fees only, don't remember anything about biometric, maybe I didn't notice, is there a possibility to pay Biometrics fees now?
Maybe the experts can correct me here if I am wrong but I believe if you have given biometrics in last 10 years then you're exempted from giving biometrics.
I just received the Biometrics letter (AOR: Jan 2, 2021, FSW Outland), but no news on medicals yet. 2 questions:
1. From what I've read, it looks like BIL and MEP occurs together on the profile? If so, should I be concerned that I got BIL but no MEP today?
2. For biometrics, the next available appointment at the nearest VAC is almost a month away (Mar 1). Will this cause delays in processing, or will other steps happen in parallel?
Congratulations on your profile progress. I don't see any reason why you should be concern about MEP. In many cases I have seen MEP gets updated before BIL and vice versa. So, don't worry MEP will get updated within couple of days.
For Biometrics, I have a question too. I am from India and not sure if I can travel to Nepal for submitting my biometrics as VACs in India are not issuing appointment for EE candidates.

COVID-19: Exemptions to the biometrics requirements
As a temporary measure, we’ve made some changes to biometrics requirements. You’re exempt from the requirement to give your biometrics if you
are in Canada and are applying to work, study or stay temporarily in Canada
are applying or have applied for permanent residence and have given biometrics within the last 10 years
