I think you guys are entitled to raise escalation through the webform. It says clearly on IRCC website that if the processing time completed then webform escalation shall be accepted and entertained. So go for it. However you guys are very near to get the Good news.

I already used the webform. Reply was the automated Afghanistan stuff response, then todays after that, got another response stating Afghanistan issue and covid 19 pandemic delay.

Don't fret, it will come. It's unfortunate they always put on hold paper applications to attend to emergencies such as the Afghan issue. They're issuing PPR to FSW EE applicants.
