that's what i thought too, So I did RCMP and PCC from my country and sent it along my PR doc.

Is the "criminality passed" shown on your ECAS or no? I guess there's no way to know from Gckey and Ecas other to call IRCC eh. You've just saved $5 GCMS and 1month waiting by calling them.

Yes, by calling to ircc. Seems to be like this. Criminality Pass-> Medical Request, Eligibility Pass-> PAL, Security Pass -> Decision Made.

Outland, NoC 2171, 3 dependents...
No BIL with AoR

I linked my application online, 38% bar, 12months to completion

I called ircc today and confirmed my criminality passed. Eligibility and security are in process.

2020/MAY/15 - Application Sent
2020/MAY/19 - Application Received
2020/DEC/08 - Acknowledge Of Receipt
2020/DEC/11 - Biometric Instruction Letter
2020/DEC/17 - Biometric done
2020/DEC/28 - Upfront medical
2020/DEC/30 - Got MR from CIC
2020/DEC/31 - Sent eMedical through Webform

And she said my eligibility and security are in process in calling. It means they are started. Is it a good sign?

You can do both and send through webform anytime. Sooner or later they will ask for it anyways , so better to send early .
