1) Does anyone know if applications are being actively processed during this COVID-19 shutdown?

2) My status for Additional documents went from "We do not need additional documents at this time. We will let you know if this changes" to "We do not need additional documents" . Does this mean eligibility is passed?

3) Does the progress bar show actual application progress or just the time elapsed since AOR.

2) My status for Additional documents went from "We do not need additional documents at this time. We will let you know if this changes" to "We do not need additional documents" . Does this mean eligibility is passed? When this happened?

I have the same exact situation since March13. I ddn't receive a PPR but when I checked in most forums it probably means that the application is approved and you need to wait for the request. Hopefully they will resume issuing PPRs soon.
