I was thinking that human error might be the other side of it with hindsight of the decision taken on April 29, 2020 concerning outlanders. That's said its good news since you received the NOI in May.
Not yet as I am outlander so my application is on hold due to travel restrictions. I continuously in contact with my immigration officer that's why I m advising you the same
When you sent in your documents post NOI, did they give you the name of the officer when the assigned a file number? I only got a file number but no name. As you suggested, should I just send an inquiry to the email address?

I got NOI on March 4th 2020, i am outlander and applied, AOR on 3rd of April, no update since then except that they are holding outlanders until further notice.
