they said all the applicant Outland outside Canada they are on hold, me and my wife are inside Canada and my 2 kids outside Canada , my Application recieved on February 2019 still waiting for Decision made, very frustrating

Sorry to know that. That would be hard for you & your wife to be far away from your kids. I hope they will make some ease in travel restriction to re-unite the family members.

if you applied inside Canada i guess your application should be considered inland doesn't matter if your family is outside as your the primary applicant .. so they will just give instruction once the decision made how to get your family...
