The country am residing has also low active case. Just a random thought but are they issuing PPR to applicant from countries with low covid cases.

Just do what you were asked to do
It's that simple.. my guess is that they would send you a travel documents before you can enter Canada because you can't get in Canada with copr document

Because mine expired last week and now in Gc key it shows you do need a medical if it changes we will let you know
