This is normal. The PAL is sent to both sort of applicants (outland/inland).

Ghost update is when your application says it's updated but when you open it, nothing is actually changed.

How to know if we got Ghost update ?

I got same , AOR 31 August paperbased-outland.

Same as mine, I have an update on my ecas they change my address from phil to singapore. it is obviously that CIC is still working with regards on the application. every little thing counts.

But may be good sign. Your country visa office is closed. Thats why.even if they can do mine.

my first request letter was from Ottawa and in the second request letter no address is mentioned just CIC

I got my gcms notes today (generated on July 29th)

One thing to note:
Before I did upfront medical, the location of the paper file was CIO-Meds Not Started Office.

Now the upfront medical passed, and the location of the paper file is "Ready for PS".

I suppose this is a progress, although Security is not started still.
