I think that in the around page 4 to 6 there will be a section for Biometrics, and also in the last pages there would be all the notes in your application (if you get the exemption, there would be a note about it like this: https://ibb.co/Cb4GfmQ).
It's also true that I had an AR before biometrics become mandatory that may allowed this exemption (November/2019).

Noting that they only seem to be processing inland applications, I was wondering if it is possible for your application to be deemed an inland one after originally applying from outland. My AOR is 21 Aug 2019, and I moved to Canada on my BCPNP work permit on 31 Dec 2019. My GCMS notes that I received recently show that they have my new Canadian address. Does this now make me inland? If not, will I need to flagpole to get PR and therefore probably not be approved until the border opens?

It's the same thing happend to me. After several calls and webform I was told that there was a biometrics letter on my file that was sent from april 4 2019 which I did not received. I only know f it in February 2020 and ask that they send it to me. When it came ut was for my dependent. It was done on March 10 and uploaded. This set back the process completely. If it wasn't for the biometrics request that I didn't get then the process would have been completed before covid. When I order gcm notes in March 2020, it shows that the request was sent out in bulk mail and was not in the gcms.
