That's probably why there's an update on his file. I think they are slowly processing applications that are almost past or past the 18 month processing time at this time.

In fact even with Nova Scotia State of emergency we should see progress. Federal Easing of restrictions published this week and according to published plan, every government entity is responsible from their back to work action planning. Generally remote work is strongly encouraged during that period and it looks like there is no any leaked information from IRCC which we can predict paper based inland applications will see regular updates as same as express entry applicants saw during last couple of months. Paper based applications literally frozen for last 3 months. The feedback from call center agents or web form inquiry responses are very generic and does not reflect any current/future processing information. Also some paper based applicants from 2017-2018 had their decision during that time and their files were not processed in CIO Sydney,NS.
State of Emergency but with ease in restricitions...Today it was announced that NS will allow 200 people in a buildimg and even theatres will be reopened. Means IRCC can have atleast 200 people for the immigration services.
