Hi, I’m not sure about that, too. According to the instruction, I think you would need one but dont take my word. I’d suggest you call IRCC for a clarification to make sure what to do in your case. Best of luck.

How are you? I am preparing to apply for my citizenship. I was in India for 208 days for my wedding. From what I have heard is you don't have to provide PCC for your country of residence and the country you are citizen of?
I think you need to provide PCC irrespective of which country it is if it’s different from Canada.
They have to perform background check in all countries you have been in past four years continuesly ~180 days.
I don’t want to take chance by saying No if I am physically outside Canada more than ~180 days. So either say Yes and give clarification letter, or say Yes and fill the form and clarification letter.
No in my sense is answering wrong to that question.
The question would be more accurate if it asks “ time spent outside Canada as crown servant”. Hope they rectify that in next update
