Is this scenario of prolonged IP2 playing out due to the country of residence?
Given the fact that there is no option in place for proper analytics, this could be the reason or speculation..

Alhamdollilah, I have received my PPR on July 1 at 6:29 PM Pak Standard Time
AOR: Jan 20, 2019
Stream: Express Entry-Outland
MEP: Feb 28, 2019
BIL: March 1, 2019
PPR: July 1, 2019
Never though that PPR would come on Canada Day !!!
vive le Canada
Apparently as per letter in profile, Visa Office was London, United Kingdom
Its a blessed day and a blessed moment
