They do nothing. It is only during MEP date they do R 10 check. Mostly applications arecancelled due to pcc . As it is not according to cic. As in my case my husband had Victoria police pcc but we needed Australia federal police. Though checked it many times before uploading but its luck. We had to deal with it. Now my aor is 27 Jan .
R10 is done to make sure that all information filled in eAPR are complete and that all documents that should be filled are there. That include everything in addition to your medical reports being clear of any issues.
Then it's move to processing where your application will be subject to detailed review to assess your eligibility for whatever program you applied to.
R10 is just a something they do at the very beginning of the journey and passing it is mandatory for your application to move forward.

I have no idea. So far I know ppr mail has subject final request written and it is from ircc . So maybe this the mail regarding ur bio
