If eligibility is met then you're safe In my case eligibility check had not started so I did not want to take any risk, hence raised a CSE and provided IQAS ECA

In that case if my eligibility is met how can they reject other peoples application for the same reason? Maybe there was a mistake in his application or my. How ever we are not cheating or misinterpreting inf to them as we genuinely have 2 degrees.

The rejection letter states that his second credential does not qualify for post-secondary certificate of minimum one year. Even though WES clearly states it does in the assessment report. However, in the same assessment report they failed to include it in the summary. So it's really confusing why they rejected him. He is still going to appeal.
I just did not want to take that risk. Since my WES report also does not mention my second certificate in the summary. Good thing, I had gone for IQAS as back up, so I sent that as additional information to show I do genuinely qualify for two or more certificates.
Spoke with CIC agent, he said no reports on criminality and security, but only one part of eligibility is completed, there are two hypotheses I've read;
1. Eligibility involves check for MEC (minimum eligibility criteria - the 67/100 stage) and ability to maintain CRS score.
2. Eligibility involves a first check by a junior officer, then transferred to a senior officer for vetting.
The second hypothesis looks more like R10, then Eligibility (where hypothesis 1 occurs).
Does anyone have any information on the process involved in eligibility check?
