This is what is written in CIC's Guide 3900: 2. The Right of Permanent Residence Fee, which will be requested by CIC at a later stage if your application is approved.
Note. We strongly recommend paying the Right of Permanent Residence Fee along with your processing fees. By doing so, it will reduce the processing time of your application.
and here is the link:

i hope this helps.

I Don't know where I read it.. either cic website or somewhere else that made me believe it... but if you don't pay that fee up front, it could delay you seeing your spouse by up to 2 more months! perhaps not in all cases, but I didn't take that chance... I'm counting down each day with excitement. I don't want to add possibly 2 more months to my countdown.
HI to every one, Wife sponsoring me. Please include my name in the list to see what luck unfolds in time to come.
Application sent: 23 November 2011
acknowledgement received: 21 January 2012
Approved and transferred to visa office:24 January 2012
PR fees: not paid with application. Is there any way to pay it now?
Waiting period at Visa office Islamabad: 26 months
Good Luck to every one on the board.

hey there, i made mine in 3 parts: sponsor part (forms + required documets), applicant part (forms + required documents), relationship proofs part; we put the region specific form under the applicant part - it was one extra form for him to fill in and it's related to the other immigration forms anyway - just more background and security questions
Hey, Thanks for the info.. However, i was wondering, as a sponsor, there isn't many supporting documents that should go into it. Can u tell me, which documents/supporting documents generally to include in the Sponsor's Envelope?
[Hello everybody, I also applied for spouse visa in January 2012. My wife is Canadian and I'm Serbian. Our app was received in Mississauga on January 6th.
