No one can tell. Your friend can only be closer to PPR if they get all completed on tracker or get a decision made in GCKey. The later means immediate PPR/RFV, the former could still mean months of waiting post all completed. These things are very uncertain and rarely workout as people expect it to be.

I got a ghost update today as well. Hopefully my eligibility will be completed soon too

Bio Completed on the Tracker: 10th Nov 2023 for the main applicant and two dependents.
However, for my spouse, the biometrics is still showing in Progress on the tracker. We checked in the bio validity tool, and there it is showing all Bios as Valid.
Does anyone face this intermittent update issue for the main and dependents for Bio?

Biometrics is completed. Trust GCKey's status for that. It can appear to be in progress in tracker for some or all applicants, which is fine.
